Sector and territorial working groups have been set up to identify, agree on and validate the main best practices in their region or sector. The four sector groups are: Associations, Education, New Citizens and Visitors, Information and Communication Technologies; and the two territorial groups: Balearic Islands and Valencia.

When organising the groups, the following were considered: involving professionals and bodies that were active in the field, covering the different sections into which the field is organised, and finally representing all areas linked to the best practice. 

Each group has used different working methods, depending on the structure and nature of their field. Starting up the groups required spending time on groundwork, sharing concepts and criteria, identifying different kinds of experiences, etc. 

The groups analysed proposals received and made new proposals of their own.
