A best practice responds to a need detected after studying an initial situation or to an explicit demand.

• Responds to a new need.
• Acts in an area already identified as unsatisfactory.
• Channels existing responses using new or innovative resources: methodologies, technologies, etc.
Best practices must not just suggest new ways of acting. They must be adaptable to the characteristics of each community, and must focus particularly on strengthening language communities through citizen participation and the activity of their associations.
